INDEX software can help resolve debates about urban design issues for specific neighborhoods by quantifying the performance of different urban plans. As the example at right shows, two development scenarios for a neighborhood can be compared with charts measuring the relative performance of selected indicators. In this case, graph bars show changes in employment, commercial building, and residential densities; job balance; and proximity of recreational areas.


Recent custom versions of INDEX have been created for the US EPA's "Smart Growth" program; for the Sacramento, California Air Quality Management District's emissions reduction program; and for the Florida Department of Community Affairs' sustainable communities program.
