Key provisions within the development restrictions require that all natural streams be preserved, that flood plains remain undeveloped and that sufficient buffer zones be established. The overlay district was created with design guidelines that promote tree preservation and a low density, rural appearance. Development is encouraged in a cluster pattern, enabling the preservation of flood plains, wetlands, hillsides, agricultural areas, wildlife habitat, extensively wooded areas and archeological resources. Cluster development not only benefits the environment but generates economic growth as the development of lots on a small scale has become profitable.
Program Highlights The program was co-developed by the county, residents, conservationists, land owners and developers through a series of meetings and workshops, ensuring the promulgation of guidelines that satisfied a broad range of objectives. The program integrates conservation interests with development interests. Cost effective development patterns occur while preserving valuable natural resources, including farmland, adjacent to existing large populations. The program requires the preservation of buffer zones around sinkholes. The program allows for flexible lot sizes, which streamlines the bureaucratic process. The program preserves open space and provides a recreational corridor containing trails. A future fund has been created that will make significant purchases of land to be reserved for recreational use and scenic beauty.  Vital Statistics Program Management/Partnerships: The program is managed by Jefferson County with significant input from residents, developers, conservation and community groups.

Community Served: Approximately 100,000 residents surrounding the Floyds Fork area. The population of Jefferson County totals 678,000 people.
Measures of Success:
Valuable endangered, wildlife, agricultural, forested and riparian areas have been preserved in a growing urban district. Open space has been preserved and recreational areas for residents are provided. A cost-effective, environmentally sound development district has been created.
