Resolution No. 20180

A resolution of the Council of the City of Santa Rosa approving the work program for the Santa Rosa Creek Master Plan; appropriating $105,000 for preparation of the Santa Rosa Creek master plan and Environmental Impact Report; and authorizing the mayor to enter into an agreement with the County of Sonoma and the Sonoma County Water Agency for the preparation and joint funding of the plan and environmental impact report 

WHEREAS, Citizens of the City of Santa Rosa have stated to the Council that establishing a multiple-use greenway along Santa Rosa Creek would result in the betterment of the City; and 

WHEREAS, a multiple-use greenway would promote the health, safety and general welfare of the community; and 

WHEREAS, a multiple-use greenway along Santa Rosa Creek would serve the following objectives: enhance access, provide recreational opportunities, conserve and restore natural habitats, designate creek-oriented commercial areas, enhance aesthetic values, provide educational opportunities, maintain hydrologic capacity, respect private property, establish an alternative transportation mode of bikeways and pathways, and take advantage of opportunities to be part of regional trail systems; and 

WHEREAS, the objectives of a multiple-use greenway along Santa Rosa Creek are consistent with the City’s existing and proposed General Plans; and 

WHEREAS, the first steps in establishing a multiple-use greenway are to prepare a Master Plan and Environmental Impact Report thereon ("Plan/EIR"); and 

WHEREAS, land use policy and management of Santa Rosa Creek and its adjacent lands are primarily within the jurisdiction of the City of Santa Rosa, the County of Sonoma and the Sonoma County Water Agency; and 

WHEREAS, said agencies have agreed to cooperate in the preparation of the Plan/EIR; and 

WHEREAS, the cost of preparing the Plan/EIR is estimated at $105,000, and the City, the County and the Water Agency have each agreed to contribute one third (1/3) the actual cost of preparation of the Plan/EIR up to $35,000 each; 

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Santa Rosa, based upon the materials and evidence presented, finds and determines that the goal and objectives of the Plan are consistent with the City’s General Plan and promote the health, safety and general welfare of the community. 

BE IT FURTHER RESOLVED that the Council of the City of Santa Rosa hereby approves the Work Program for the Santa Rosa Creek Master Plan, a copy of which is attached hereto and marked Exhibit A. 

BE IT FURTHER RESOLVED that the Council of the City of Santa Rosa hereby establishes a project in the Advance Planning Organization entitled "Santa Rosa Creek Master Plan and Environmental Impact Report" with a budget of $105,000 from the Reserves of the General Fund. 

BE IT FURTHER RESOLVED that the Council of the City of Santa Rosa authorizes the Mayor, for and on behalf of the City, to execute an agreement with the County and the Water Agency for the purpose of preparing the Plan/EIR, with the City to act as the administrator for the preparation of the Plan and as lead agency for the preparation of the EIR, at a total cost not to exceed $105,000, with each party to pay one-third of the actual cost of such preparation, each one-third share not to exceed the total sum of $35,000.
