City Recycling Ordinance (1992)
RESOLUTION NO. 18054
COUNCIL OF THE CITY OF PHOENIX
JULY 8,1992
A RESOLUTION OF THE CITY COUNCIL ADOPTING PROCEDURES FOR PROCUREMENT,
MANAGEMENT AND USE OF RECYCLED AND ENVIRONMENTALLY SENSITIVE PRODUCTS.
WHEREAS, the City of Phoenix recognizes the importance of recycling
materials and producing less waste wherever practicable; and
WHEREAS, the City of Phoenix recognizes the importance of purchasing
products made from recycled materials to stimulate the demand for such
products; and
WHEREAS, more products would be made from recycled materials if there
were a viable market for such products; and
WHEREAS, proper management of commonly used products can reduce environmental
degradation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF PHOENIX
as follows:
SECTION 1. That the City shall, to the extent practicable:
1. Require a minimum 10% post-consumer waste content in all recycled
paper purchased for City use. Costs for such paper should not exceed a
10% increase over the cost of virgin paper. However, up to a 15% price
preference may be utilized when purchasing paper products with greater
than 10% post consumer waste content.
2. Encourage double-sided copying in City-generated documents.
3. Encourage that bid proposals submitted to the City be printed double-sided
and submitted on recycled paper.
4. Limit its paper purchases to recyclable paper and use recycled paper
that is labeled or otherwise identifiable.
SECTION 2. That the City shall, to the extent practicable:
1. Utilize fertilizer application methods that will mitigate the potential
leaching of contaminants into the groundwater and maximize use of compost
and mulch materials.
2. Explore the possibilities of utilizing City-generated sludge for
composting.
3. Explore the potential of entering into agreements with local commercial
compost producers to sell to them surplus yard waste collected by the City.
SECTION 3. That the City shall, to the extent practicable:
1. Consider the expansion of its Sanitation Vehicle Pilot Tire Recapping
Project to include recapping of tires for other non-emergency vehicles.
2. Implement a pilot program to test the durability of rubberized asphalt
on initial street-paving projects, and periodically reevaluate the economic
impacts and feasibility of expanding the rubberized asphalt program to
include initial street-paving projects.
3. Attempt to maximize its use of waste tire products generated and
produced in Arizona by purchasing rubberized asphalt made from waste tires
in lieu of synthetic asphalt products.
SECTION 4. That the City shall, to the extent practicable:
1. Consider expansion of its Pilot Battery Recycling Program.
2. Initiate a pilot program to test the capabilities of re-refined automotive
oils. Such program shall be limited to non-emergency and non-warranty fleet
vehicles and be subject to product availability.
3. Purchase and use recycled plastic products to the maximum extent
possible under a 10% price preference.
4. Implement a pilot program to test the durability of recycled plastic
benches for the Parks Department.
5. Study the feasibility of adopting the Environmental Protection Agency's
standards for procurement of insulation materials containing recycled materials.
SECTION 5. The Phoenix Environmental Quality Commission shall
review the Proposed Citywide Asbestos Management Program.
SECTION 6. The City shall develop a formal pollution prevention
policy or program to limit City use of products which could have an adverse
impact on the environment.
