Immediate Development Objectives

New Pattonsburg, Missouri

December 14, 1994 

 
 

In accord with our agreement to uphold the aforementioned principles, we will strive to achieve the following objectives in the initial development of New Pattonsburg. We recognize that this list does not represent a restriction in anyway of the incorporation of new ideas and technologies in the present or future; rather it reflects the limitations of time, technology and funding in the immediate. In its further refinement and implementation, the community's plan for relocation will include, but not be limited to, the following: 

Mixed-use development to put residents in proximity to necessary goods and services, to promote community interaction, and to foster a diversity of housing types throughout the residential areas. 
Pedestrian-oriented development to provide safe and comfortable passage for residents, regardless of handicap, who chose to or are compelled to walk to the purveyors of goods and services necessary to them. 
Design of graduated lot sizes that increase in size with distance from town center. 
A plan for streets and lot arrangement that maximizes solar access. 
Adoption of an enforceable ordinance to protect solar access for individual buildings. 
Adoption of an energy performance standard for all new construction that requires a reduction in energy consumption by 40 percent of the current average per capita consumption among residents of Pattonsburg. 
Creation of a program to educate and support residents in the decision to increase energy performance in existing structures through rehabilitation; and the adoption of an energy performance standard for new construction of foundations of relocated homes. 
Development of landscape incorporating indigenous species strategically located to achieve energy conservation, water conservation, increased property values and other amenities. 
Construction of storm water management system utilizing existing ponds, constructed wetland systems and other Best Management Practices that reduces pollutant loading below predevelopment levels. 
Preservation and enhancement of wildlife corridors and critical habitats; encouragement of landscaping with indigenous plants chosen for their utility as wildlife habitat. 
Ecological restoration of Old Pattonsburg combined with the compact development of New Pattonsburg to achieve a net gain in wildlife productivity in the region. 
Creation of a regional recycling facility. 
Allocation of projects created by the redevelopment effort to existing local businesses or new local businesses created in response to project demands. 
Organization of community based committees with regularly scheduled meetings to address particular tasks identified in preceding and ongoing development work. 
Construction of a multi-purpose recreation trail for equestrian, pedestrian and non-motorized vehicular traffic that both encircles New Pattonsburg and also connects it to Old Pattonsburg.
Resolution of the City of Pattonsburg 
WHEREAS, The City of Pattonsburg has been in economic and social decline for many years due in part to repeated flooding and other factors facing rural American communities; and 

WHEREAS, The City of Pattonsburg has chosen to relocate the town to higher ground and out of harm's way; 

WHEREAS, The City has chosen, as evidenced by its Charter of Sustainability, to pursue a more sustainable and prosperous future, providing for our needs today, while preserving and expanding the choices for future generations in meeting their needs; 

WHEREAS, The residents of Pattonsburg recognize the tremendous economic benefits of pursuing sustainable development, acknowledging that to reverse global environmental degradation and create an enduring society, we will need a system of commerce and production where each and every act is inherently sustainable and restorative, and that retooling of our current system creates great economic opportunity; 

THEREFORE, The Mayor and Alderman of the City of Pattonsburg do resolve the following: 

1.) To establish a Sustainable Economic Development Council (SEDC) which will work to implement sustainable economic development opportunities in Pattonsburg. Those Sustainable Economic Development Opportunities include those that: 
a) utilize local resources as much as possible and support local businesses; 
b) reduce the consumption of natural resources and use renewable resources, saving money for the outlay of those resources; 
c) find new uses for agricultural and production bi-products; 
d) find less toxic, less resource-consumptive products and methods of production; 
e) develop marketable skills for our residents in the area of sustainable development and create new businesses to deliver those services.
2.) The Council will by charged with assisting residents to capture economic development opportunities presented by the relocation of the town for both existing businesses and new businesses create as result of the relocation. After encouraging "homegrown" economic development opportunities, the Council will also seek to attract sustainable or "green" industry to the new town or assist new industry to incorporate sustainability principles into its operation. 

3.) The formation of the council will follow an evolutionary pattern. The first Council members will be the current members of the City Council. During each successive year, beginning in 1996, a minimum of one of the Council members will be replaced by new members of the Council who are not City Council Members, until such time that all members of the Sustainable Economic Development Council are either employees or appointed members. Candidates will be chosen by receiving the highest number of votes of the current Sustainable Economic Development Council. 

4.) The Council shall have an Executive Director, who shall be a voting member of the Council. In the future, any assistants to the Director shall also have voting status on the Council. 

5.) In all cases, the Citizen members of the Council shall enjoy a clear majority of membership on the Council, and in no case shall employees of the Council have a clear majority for voting purposes. This will reflect the desire of the City Council to provide a constant majority of members who are not employed in the process. 

6.) It shall be the responsibility of the Council to appoint the first Executive Director of the Council as soon as funding is provided for such efforts. Thereafter, the Executive Director shall serve at the direction of the Council.
