2.07 Endangered Species

The National League of Cities supports the protection of endangered species. As federal agencies develop plans to address endangered species, local governments should be more involved. Especially in the early rule-making processes, federal agencies should ensure that local governments' concerns and input are included. Partnerships are essential when working to protect endangered species. These partnerships include not only federal agencies working with local governments, but also agreements among the various federal agencies involved in the process. Endangered species legislation must balance several approaches. Single species efforts must be balanced by multi-species, habitat-focused approaches and ecosystem approaches, incorporating human and economic consequences.

The approaches developed for ecosystems should be flexible enough to recognize that these systems are dynamic.
