Development Mission

National Development Model:
Development that is good for business, good for the environment and good for the people. Build a strong and lasting economy that protects natural, cultural and historic assets for current and future generations. 

Jobs:
Create family-wage employment with benefits, advancement and training opportunities for local residents throughout Northampton County. 

Environment:
Protect and enhance natural resources, including water quality, migratory bird habitat, and cultural resources, including historic town, historic sites. Demonstrate conservation and efficient use of resources in industrial design and operations. Develop an industrial ecology where the waste of one industry serves as another industry’s raw material. 

Economic Base:
Provide highly competitive sites, infrastructure, facilities and services to support private business and industrial development and the revitalization of the local economy. 

Competitive Advantage:
Develop the first of the next generation of industrial facilities. Create a national prototype which showcases businesses modeling profitable approaches to resource efficiency, pollution prevention and ecologically-based industry. 

Fiscal Responsibility:
Increase tax base without increasing taxes.

Development Master Plan

Total Land Area: 579 acres
Phase One: 50 acres
Natural Area: 260 acres
Features/Landmarks:
Business Development Center, African American Heritage Center, Chesapeake Bay access trail and overlook, Coastal Dune Habitat Preserve, Integrated Technology Center/Conference Center, Regional Transit Center, Water Recovery Facility. 

Transportation:
Highway, Rail, Port, Bicycle/Pedestrian, Public, less than one hour to Norfolk International Airport. 

Utilities/Communication:
Solar Aquatics treatment system for recycling of wastewater for industrial use, fiber optics, telecommunication center. 

Design:
Responsive to diverse industry needs, flexible site size, integrated with historic town and industrial harbor, includes new development land and redevelopment of former industrial land, facilitates industrial ecologies where one industry’s waste will serve as another industry’s raw material.
